7. Simple 21/5/13 Patch Launcher Problem Fix: - in Issues, Workarounds & Localization [original thread]
Guys, simply follow this directory: C:\Program Files (x86)\Steam\SteamApps\common\Eve Online\launcher (may vary depending on your OS) then launch the launcher from there. It solved the problem for me
